Challenge: Ensuring Secure, Accessible Vaccine Records During COVID-19  

The COVID-19 pandemic presented a considerable challenge to public health infrastructures globally, and Massachusetts, despite having the MIIS in place, was no exception. As local governments implemented restrictions to reduce the risk of transmission, the MDPH faced a surge in demand for reliable and secure access to vaccination records. With residents needing proof of vaccination for employment, travel, and personal safety, there was an urgent need to streamline the process. 

The state looked for a solution that could:

  • Handle large volumes of requests from the public without crashing.
  • Provide secure access while complying with the Health Insurance Portability and Accountability Act (HIPAA) and other privacy regulations.
  • Integrate with the existing Massachusetts Immunization Information System (MIIS). 

While the MIIS proved serviceable during “normal” operations, the COVID-19 pandemic was the furthest thing from normal the modern world has ever seen. This MDPH needed an innovative solution to modernize its immunization information system and meet this unprecedented demand.

This website gave residents and their dependents access to their COVID-19 vaccination card and complete immunization records, including other immunizations administered within the state, from their mobile devices. The rollout came as Boston prepared to issue a vaccine requirement for all restaurants, gyms, entertainment venues, and other indoor spaces. To get their digital vaccine cards, users simply had to enter their demographic information and the mobile number or email associated with their vaccine records.
